Nathan Phelps was normal Taxi Driver in London. as the Seven Hour Invasion began he hide under a Cellar after the War ended. Nathan was first at City 8 and had normal Shop selling Food and Water after that he re-located to City 10 and lived few Years there he was trying to get job there but didn't worked out there so he requested another Transfer to City 16. he's brother suggest that he should join Civil Protection in City 17 Nathan accepted so because Family Cohesion and beliving into Universal Union that's why he moved to City 17.
